Senior Proposal Engineer
Overview
SETS Group is seeking to hire a Senior Proposal Engineer for its Business Development Department. The selected candidate will be required to work for the subsidiaries of the Group irrespective of their geographic spread or line of services. The Senior Proposal Engineer will be based in Beirut, Lebanon and will be reporting to the Business Development Manager.
In brief, the Senior Proposal Engineer is responsible for preparing accurate and competitive pre-qualifications / proposals in line with the client’s requirements. The jobholder works closely with the relevant technical departments for the collection, compilation, and review of the expression of interests / proposals.
What you will do
- Read and analyze the invitations for EOI / RFPs and create project briefs and checklists
- Coordinate with concerned parties to collect, compile, and review the required pre-qualifications / EOIs
- Develop the structure of the proposal as well as the proposal plan to ensure timely and accurate submission
- Identify and communicate with partners / sub-consultants, when needed
- Communicate queries with the client / funding agency
- Coordinate with all concerned parties to collect and compile the tender documents
- Support the technical lead in proposal pricing and bid bond issuance
- Review and validate the prepared methodology, work plan, etc. to ensure full compliance with client’s requirements
- Ensure the timely submittal of the EOI / Proposal
- Follow up with the client to obtain the result of the submitted EOI / Proposal
- Manage and organize the tendering library (templates, forms, unit prices, etc.) and ensure consistency across various project sheets / CVs
- Review and update the tender processes in coordination with the Business Development Manager
- Support the Business Development Manager in updating the BD Database (list of partners, affiliates, clients, etc.)

Skills and Competencies
- Bachelor Degree in Engineering, Master’s degree is a plus
- 8+ years of direct experience in proposal preparation, preferably with a design / engineering consulting company
- Strong organizational and time management skills
- Strong technical writing skills
- Detail oriented
- Strong communication skills
- Strong analytical capabilities
- Proficiency in spoken and written English and Arabic
