The project follos the KCARE Master Plan Stage 2. It aims at the creation of a new flagship city in Saudi Arabia in the vicinity of Riyadh. The land allocated for this new city covers an area in excess of 6,300 hectares. The master plan is expected to include a mixed-use of institutional, research facilities, commercial, recreational and housing activities, and infrastructure systems.
SETS were commissioned by the project Authority to undertake the Program & Technical Management of this prestigious project. Duties included:
Preparation of Stage 2 design Toolkit benefitting from lessons learnt from Stage 1 of the study by incorporating innovative solutions proposed by 14 consortiums that competed during Stage 1
Selection of 5 consultants and launch a comprehensive tendering process that resulted in a shortlist of 3 consultants who competed in proposing the concept master plans
Creation of review and scoring mechanism covering both qualitative and quantitative aspects for the purpose of evaluating the proposed 3 master plans and select 1 winner
Preparation of a test fit for Phase 1 of the master plan, merging innovative and attractive features of the proposed 3 master plans in order to formulate Stage 3 Directives based on the Smart City Concept, Sustainable Energy Production and Sustainable Transport
Assistance in procurement of all parties involved with the project (3 master planners, 7 international advisors, 3 local advisors, infrastructure consultants) including preparation of RFP, analysis of technical and financial proposals, contract negotiation and award
Overall management of the project operations, contractual and technical support
Management of the international multidisciplinary consultant who was advising on utilities’ sustainability aspect (transport systems, power generation, water resources, wastewater, stormwater drainage, solid waste, sustainability, etc.).
