The Makkah Urban Code is a strategic framework guiding the sustainable development of the Makkah Region through a transect-based urban model that structures growth from natural landscapes to urban cores. Responding to Makkah’s unique role as a spiritual, cultural, and rapidly urbanizing metropolis, the code was developed through a structured methodology combining territorial diagnosis, transect analysis, contextual issue mapping, and the formulation of design guidelines and performance benchmarks. It aims to preserve cultural identity, guide sustainable growth, enhance livability and pilgrimage experience, and ensure cohesive governance by translating regional dynamics into a clear hierarchy of ecological, rural, suburban, and urban zones, ultimately delivering a dynamic and scalable tool for resilient and context-sensitive urban development.
